Peru gains from World Court ruling but more litigation is in the wind

It took the International Court of Justice (ICJ) more than five years to decide on the maritime boundary dispute between Peru and Chile. The former did not get all it wanted; the latter, much less than it expected — and already there are signs that a further round of litigation may not be far off and that Chile might emulate Colombia and withdraw from the 1948 Bogotá Pact that obligates its signatories to resort to the ICJ for the settlement of their disputes.
