BRAZIL: Eduardo vs. Dilma
On 13 March President Dilma Rousseff changed six ministers ahead of the October general election. Demonstrating her independent streak, the president replaced the outgoing ministers with politically-affiliated technocrats, rather than the political designates demanded by the restive congressional bench of the government’s senior coalition partner, Partido do Movimento Democrático Brasileiro (PMDB). The changes, however, were negotiated with the PMDB leadership, meaning that the president can assert that she did consult with her partners. The move slightly pulls the rug from under the congressional base which, led by the chamber of deputies’ president Eduardo Cunha, is in mutinous form.
