PARAGUAY: General strike presents Cartes with a major political test

Paraguay’s labour unions have made good their threat to hold the first general strike in two decades in protest of economic policies pursued by the government led by President Horacio Cartes [RBS-14-03]. The widespread turnout for the 24-hour strike on 26 March, which virtually paralysed the country, forced the Cartes government to sit down with the demonstrators and hear their grievances. Successfully conducting these ongoing talks and defusing the growing level of social discontent are the biggest political tests yet for Cartes in his first year in office.
