Reform train grinds to a halt in congress

President Enrique Peña Nieto’s reform train hit the buffers when congress failed to approve a raft of secondary legislation needed to implement the various initiatives approved last year before the end of ordinary sessions on 30 April. The congress is weighed under by the sheer amount of work to get through, but the opposition is also determined to extract further concessions from the Peña Nieto executive and the ruling Partido Revolucionario Institucional (PRI).
