Chile’s President Michelle Bachelet appeared on national television on 7 July to deliver an uncompromising message to Bolivia: Chile will not accept the jurisdiction of the International Court of Justice (ICJ) at The Hague, which is at present weighing up a case filed by Bolivia in April 2013 in which it lays claim to a sovereign outlet to the Pacific Ocean.
