POLITICS: Cartes fails to convince in first congressional address

Almost a year in office, President Horacio Cartes delivered his first state-of-the-nation address before the national congress on 1 July. Cartes sought to send a positive message, focusing on his government’s achievements on the economy and in international relations since August 2013. However, the upbeat message failed to convince, with the opposition and dissident members of the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC) criticising the administration for not doing enough to tackle other pressing problems like poverty and public security. The executive may come up against increased resistance in congress unless it can deliver faster progress in these areas.
