While international attention has been on the announcement of the route of Nicaragua’s proposed trans-oceanic Canal, the proposed construction of another Canal in the region is stoking up diplomatic tensions between Argentina and Uruguay. The Uruguayan government appears to have been caught on the hop by the Argentine government’s decision to put up for tender an Arg$2.5bn (US$306m) Canal in the River Plate, to the likely detriment of the port of Montevideo.
