MEXICO: No withdrawal any time soon

An incident in which army personnel killed 22 suspected criminals in the state of México has cast doubt on two recent developments: the release by the defence ministry (Sedena) of information which showed a decline in the number of civilians killed in clashes with the army since President Enrique Peña Nieto took office, and whether the new ‘Manual on the Use of Force’ recently introduced by law is more than window-dressing. This comes on the heels of news that make it clear that the military will continue in a policing role for some time yet.
