Development: On 20 October the Ejército de Liberación Nacional (ELN), Colombia’s second largest guerrilla group, announced that after consultations with the main guerrilla group, Fuerzas Armadas Revolucionarias de Colombia (Farc), it had agreed to pursue “separate but parallel” peace negotiations with the government led by President Juan Manuel Santos.
