EL SALVADOR: Homicides still rising; police & military targeted

The optimistic view until the end of September was that there had been three successive months of slightly declining homicide numbers, and that in September the total fell below 300. This, however, was not only deflated by an upswing in early October, but also by evidence that police fatalities were rising in a deliberate offensive by the street gangs who in late August had announced that they were calling a halt to all attacks against the security services.
