Controversy in Uruguay and Paraguay over telecoms surveillance initiatives

In recent weeks the governments of Uruguay and Paraguay have faced heavy criticism for their proposed plans to introduce new security-related initiatives allowing for the surveillance of personal telecommunications. The criticism failed to dissuade the Uruguayan government, but it may persuade Paraguay’s congress to backtrack.
