CUBA: The next steps

Anticipation is high following the historic meeting between Presidents Barack Obama and Raúl Castro in Panama. Castro, who called Obama “an honest man”, made clear, however, that having waited half a century, Havana can wait a bit longer to get a deal with which it feels comfortable prior to the full and formal restoration of diplomatic relations. With barely 20 months left in office, however, Obama is in a hurry to secure his legacy, with Cuba a relatively easy foreign policy win for the White House in comparison with some of the other intractables in international politics. In this scenario, conservative Cuban-Americans, including the likes of the Republican Party’s 2016 presidential contender, Senator Marco Rubio, who argue that Obama is making too many concessions to Havana, will continue to do their utmost to block this ‘Cuban folly’. US public opinion, however, is not with the conservatives on this, and for the most part, neither is US corporate sentiment. This is a very important window of opportunity.
