PERU | Emergency lifted in the Upper Huallaga. On 30 June the government lifted the state of emergency that had been in effect for the past 30 years in the Upper Huallaga zone, following an assessment that the threat once posed by a faction of the Sendero Luminoso (SL) guerrillas had been completely wiped out.  President Ollanta Humala announced that this cleared the way for a 36% increase in government investment in development, infrastructure and agriculture.
