It could be argued that Luis Almagro, the secretary general of the Organization of American States (OAS), has largely been flying under the radar since he assumed his position earlier this year. The OAS has not been invited by Venezuela to perform its customary role of international observation but this letter could have a far greater impact than any report a visiting team might have produced.End of preview - This article contains approximately 1426 words.
