CENTRAL AMERICA-US: Rifts as flow of Cuban migrants causes bottlenecks

An unexpected wave of US-bound Cuban migration via Central America has caused a rift in the subregion’s 22-year-old integration system, SICA in the Spanish acronym. In less than two months a decision by Nicaragua to deny passage to the migrants left Costa Rica saddled with thousands of Cubans stuck on their northern border, and soon the backdraft from that created a similar situation on Panama’s border with Costa Rica. Politics trumped humanitarian concerns; Cuba and Nicaragua blamed the crisis on the ‘pull factor’ created by US policy towards Cuban migrants, and Nicaragua accused Costa Rica of deliberately aggravating the situation as a means of ‘legitimising’ US policies. As a result, Costa Rican President Luis Guillermo Solís walked out of a SICA summit and severed his country’s links with the organisation’s political activities.
