COLOMBIA | Medicinal use of cannabis legalised. On 22 December President Juan Manuel Santos signed a decree drafted jointly by the justice & health and agriculture ministries which enables the issue of licences for the possession of cannabis seeds and the growing of the herb. Santos said this would place Colombia ‘at the forefront of the struggle against illnesses’, but added that this step does not conflict with the government’s antidrugs policy.
