URUGUAY: New mass surveillance system (almost) ready to operate

After several abortive ‘launches’ Uruguay’s new mass electronic surveillance system El Guardián (‘The Guardian’) is now said to be ready for commissioning within a couple of months. Acquired at least two-and-a-half years ago in what was initially intended to be a secret operation, it had been held back by the even longer delay in the final approval of a new intelligence law, which in many quarters was seen as providing the necessary safeguards against unwarranted invasions of privacy.
