MEXICO: Michoacán: snatching failure from the jaws of success?

In the first five months of this year, 480 people were murdered in the Pacific coast state of Michoacán, an increase of 37% on year-earlier levels. At the end of July a local mayor and other officials were arrested on charges of killing ten rivals and incinerating their bodies. Everything seems to confirm that Michoacán remains one of Mexico’s top problem states, despite the earlier promise of efforts to turn it around.
