Another round with Chile

Earlier this month Chile’s Defence Minister José Antonio Gómez said Chile was prepared to “take measures” to protect national sovereignty in the event of its possible violation. Gómez’s remarks were in response to renewed tensions with Bolivia triggered by the initial refusal by the Chilean government led by President Michelle Bachelet to allow a Bolivian delegation led by Foreign Minister David Choquehuanca to inspect Arica port in response to the alleged mistreatment of Bolivian truck drivers. The two countries already have a case before the International Court of Justice (ICJ) over Bolivia’s allegation that Chile has an obligation to negotiate with it access to the Pacific – which Bolivia lost in the War of the Pacific – under the 1904 peace treaty. Bilateral relations already took a turn for the worse in June when Chile announced plans to present a further complaint against Bolivia over the use of the Silala water system [RBS-16-06].
