Veracruz: another failed state

In recent years, a succession of Mexican federal governments have been saddled with an apparently inescapable burden: the need to deal with three or four ‘failed states’ where corruption and criminal violence have undermined the rule of law and led to the virtual collapse of local institutions. The latest to push its way up the list of problem states is Veracruz, where governor Javier Duarte, who faces multiple allegations of corruption and abuse of power, announced he was stepping down on 12 October, only two months before the end of his term. It now falls to an interim administration to try and stabilise the state before the new governor-elect, Miguel Ángel Yunes Linares, takes office on 1 December. Here we look at the catalogue of problems that need to be faced.
