After months of playing coy about his true intentions, Paraguay’s President Horacio Cartes has finally announced in no uncertain terms that with the help of the ruling Asociación Nacional Republicana- Partido Colorado (ANR-PC), he will seek to introduce presidential re-election into the national constitution in a bid to retain the presidency in the 2018 general elections. Achieving this will be no mean feat given that the political opposition and the ANR-PC dissidence remain opposed to the idea. This means that the prospect of introducing this constitutional change through a congressionally approved amendment is minimal, leaving only the drafting of a new constitution as the most viable option.
