Development: On 5 December Mexico’s national hydrocarbons commission (CNH) announced that Australia’s BHP Billiton Petroleum had won a bid to form a joint venture with the state-owned oil firm Pemex to exploit a deep water oil concession in the Gulf of Mexico.
