Fatal clashes in protest action raise tension

The coordinating minister for security, César Navas, declared a state of exception in the south-eastern province of Morona Santiago on 14 December. Navas said the government had taken this action in response to an attack on the Panantza-San Carlos mining site in the area by Shuar indigenous protesters which led to a police fatality, with a further five officers and two soldiers sustaining injuries. The Shuar oppose the mine which they claim is located on their ancestral lands.
