Last month, human-rights activists hailed the launch of a lesbian, gay, bisexual and transgender (LGBT) observatory in Bolivia’s capital, La Paz – the first of its kind in the Andean. With the aim of leading the fight against hate crime and discrimination, the new institution has been hailed as a symbolic step forward in LGBT rights in the region.
