Bolivia could be the major beneficiary of a battle of wills between
Chile's President Sebastián Piñera and Peru's President Alan García. Senator
Pablo Longueira of the ultra-conservative Unión Democrática Independiente (UDI),
the senior partner in Chile's ruling Coalición por el Cambio, said last week
that the Piñera administration must consider holding a referendum on the issue
of Bolivia's claims to sovereign access to the Pacific. Longueira's comments
were clearly a response to Peru's bid days earlier to court Bolivia by offering
non-sovereign access to a strip of its southern coastline and for facilities in
