Images of camouflage-clad Costa Rican police officers brandishing
semi-automatic weapons descending on a border area with Nicaragua dominated the
media in both countries this week. Akin to a military operation (Costa Rica
lacks an army), the move followed complaints of a Nicaraguan incursion into its
neighbouring territory and involved the San Juan River - the source of a
longstanding maritime dispute between the two which the International Court of
Justice (ICJ) had resolved in 2009. The latest skirmish suggests that hopes for
a new chapter in bilateral relations following the landmark ruling have yet to
