EU fudge leaves Cuba in limbo

The Common Position remains. Spain had assured Cuba that its release of 42 political prisoners would persuade the European Union (EU) to end the policy, adopted in 1996, which conditions dialogue with Havana on respect for human rights and political reform. It remained intact, however, after foreign ministers of the 27-state union met on 25 October. Instead, they voted to explore ways to improve relations without revoking the Common Position. The disappointment for Cuba was tempered by an almost unanimous vote in the UN the very next day to condemn the US embargo on the island for the 19th consecutive year. On presenting the motion in New York, Cuba's foreign minister Bruno Rodrí­guez said the embargo “violated the human rights of a whole people".
