DOMINICAN REPUBLIC: Noel causes worst floods in decades

Tropical storm Noel, which struck the Caribbean at the end of October, caused the worst floods in decades in the Dominican Republic. Some 85 people were killed during the storm with an estimated 40 people still missing. Over 66,000 people were evacuated, of which 20,000 remain in shelters unable to return to their homes. President Leonel Fernández cancelled his trip to Chile to participate in the Ibero-American American summit to coordinate aid and recovery efforts in the aftermath of the storm
