BOLIVIA: The definitive decision on the Tipnis road

President Evo Morales has once and for all scrapped the controversial plan to build a national road through an indigenous territory (Tioc) and national park, Isiboro Sécure (Tipnis). Having already temporarily suspended the move following the backlash caused by the police crackdown on indigenous protesters last month [RA-11-10], the defeat over the judiciary election and popular support for the indigenous march, which finally arrived in La Paz after two months, proved the final straw. The reversal, however, threatens new complications for the Morales government. It not only places a strain on relations with Brazil (see box), which was funding the road – the second part of a 300km highway connecting Cochabamba and Beni - but also risks alienating other sectors of Morales´s support base that backed the project.
