After six years of sinuous debate and political and social controversy, the government of President Michelle Bachelet has declared that the US$3.2bn HidroAysén mega dam project will not go ahead. The decision by a ministerial cabinet committee sparked wild scenes of celebration in Coyhaique, the capital of the Aysén region in Chilean Patagonia.
