When President Tabaré Vázquez returned to Uruguay from a 12-day visit to China last October he brought with him the promise of bilateral negotiations towards a free trade agreement (FTA). With China having supplanted Brazil as Uruguay’s main trading partner this was widely heralded as providing the opportunity to reverse the economic downturn of the last couple of years and get back to the stellar growth Uruguay enjoyed for much of the previous decade.
