Recall option faces critical new delay
Joining the domestic opposition and outside agencies such as the US government, the Catholic bishops of Venezuela have demanded that President Hugo Chávez hold the referendum on whether he should remain in office. The problem with this is that, constitutionally, Chávez does not have the power to hold (or, for that matter, block) the referendum. An intermediate decision is now in the hands of the supreme court; the ultimate one is in the hands of the opposition - all it has to do is publicly verify that the bulk of the suspect signatures on the petition are, in fact, genuine.
