García wins but Humala holds key to congress
Within hours of Peruvians going to the polls on 4 June the electoral authority, Oficina Nacional de Procesos Electorales (Onpe), revealed that Alan García had defeated his nationalist rival Ollanta Humala. It took nearly two months for Onpe to announce the outcome of the legislative elections. It finally did so on the eve of the presidential contest. The result, which saw Humala's Unión por el Perú (UPP) win 45 of the 120 seats compared with 36 for García's Partido Aprista Peruano (PAP), shows that the new president will need to devote a lot of time before he takes office on 28 July to consensus building in congress and naming a cabinet with broad appeal.
