What now for Palacio and Ecuador?
The return of Abdalá Bucaram proved the final straw for the tottering government of Lucio Gutiérrez. Alfredo Palacio, Ecuador’s seventh president in nine years, has a daunting task ahead of him. The distaste that many Ecuadoreans had for Gutiérrez appears matched only by their mistrust of the country’s entire political class. Palacio’s initial strength is that he is not affiliated with any of the country’s established political parties, but equally this may make governing difficult. One truth appears self-evident from the events of 20 April: without a major overhaul of the country’s political institutions, Ecuador will continue to suffer from chronic instability.
