Court ruling questions Peru’s coca policy
Peru's top court has called for a complete review of the government's coca policy. The constitutional tribunal says there is a disproportionate emphasis on coca eradication and not enough attention paid to either reducing demand or introducing alternative crops. The criticism took the gloss off the court's actual ruling; that an ordinance passed in June by the regional governments of Cusco and Huánuco authorising the free cultivation of coca was unconstitutional. The government had filed two constitutionality suits against the regional ordinances.
