Lula: the cost of failing to deliver
It is usual for a president’s approval rating, particularly when it starts out very high, to fall after a year or more in office. This has certainly happened to that of President Lula da Silva: his June approval rating was down to barely more than half what it was when he took office in January 2003. Its counterpart, Lula´s disapproval rating, doubled in the same period. Most analysts agree that the reason for this is disappointment at Lula’s failure to deliver on key campaign promises, particularly in areas such as employment, purchasing power and economic growth. Politicians have been quick to pick up on this, and in mid-June senators delivered the second successive defeat of legislation on which Lula had a personal stake.
