Rio, the case study for Brazilian success
Violent crime in Rio de Janeiro, as in most of Brazil, hardly makes the headlines these days. The random massacre of 29 people in Rio's north zone on 31 March seemed doomed to become just another piece of evidence that criminal violence in the city has spiralled out of control. This time, however, the crime stirred a debate about the decay of Brazil's former capital and the lack of institutional power to contain violence and improve the living standards of the city's impoverished population.
