Time running out for elections in Haiti
It is still not certain that Haiti will hold presidential and legislative elections before the end of 2005. Although the interim prime minister, Gérard Latortue, insists that they will be held by the end of the year the provisional electoral council (CEP) does not appear to share his confidence. The CEP has not confirmed a date for the elections and the 7 February handover is starting to look doubtful. The Latortue government is seen by some, most notably the Caribbean Community (Caricom), as illegitimate. If it misses this deadline it will be on even shakier constitutional ground.
