Berger seeks foreign approval
President Oscar Berger is cutting an increasingly beleaguered figure as he approaches the final year of his term in office. He lost two ministers in as many days in late August and his legislative agenda has all but dried up as defections from his ruling Gran Alianza Nacional (Gana) leave him shorn of vital support in congress. To cap it all, his government simply cannot cope with the continual security problems for which it blames the mara gangs (see special feature on pages 2-4).
