PRI calls the tune as Fox dances
President Vicente Fox and his government are in the uncomfortable position of having to dance the tunes played by the biggest party in congress, the Partido Revolucionario Institucional. The government has done its best to please the PRI: senior PriÃstas have been flattered by the government's attentions but the party's foot soldiers in congress are showing every sign of wanting to humiliate Fox and his supporters for having the temerity to win the presidency three years ago.
