Derbez confident of winning OAS job
Luis Ernesto Derbez, the foreign minister, is confident of winning the 2 May election to become secretary general of the Organization of American States. In five rounds of voting on 11 April, he tied with the Chilean foreign minister, José Miguel Insulza. Both won 17 votes each in each round. Since 11 April, Derbez claims to have picked up five more of the 35 votes. He refuses to say who has switched to him: what is clear is that Paraguay, which voted for him on 11 April, has now switched to Insulza. The Chilean president, Ricardo Lagos, has been touring South America to drum up support for Insulza. One problem Insulza has is that Chile's historic enemies in South America, Peru and Bolivia are adamantly opposed to Insulza taking over the OAS. On 21 April Derbez said at a press conference in Mexico City that if there was another tie, both he and Insulza should withdraw and a new consensus candidate should be chosen.
