What the power cuts in Mexico City mean
On 15 January electricity blackouts produced chaos in Mexico City when a substation at Ecatepec failed. Not only were large districts of the capital left without electricity, but the capital's roads system became impossible because all the traffic lights in downtown Mexico City went out.
