Policy clashes and vacillation threaten the ‘war on drugs’ in the Andes
The future of the US 'war on drugs' is looking uncertain. On one hand, the US appears unwilling to provide Colombia with the funds it needs to carry out the recommended policy, which is to increase fumigation of coca crops in order to keep ahead of stepped-up new planting. On the other, the governments of Bolivia and Peru are unwilling to confront increasingly assertive movements of coca growers - and the US, wary of the precarious social and political situation in the area, is treading much more softly than usual.
