US backs a made-over version of Central America’s rapid-reaction force
The US has decided to endorse the Central American initiative to create a 'rapid reaction' force, though in a form that has mutated considerably from when it was initially mooted two years ago as a response to the crossborder threat presented by the 'mara' street gangs. The rationale for this force has been expanded to include peacekeeping and response to natural disasters, and the whole issue of security in Central America has been linked with Cafta-DR, the attraction of investment and the eradication of poverty.
