ARGENTINA: Kirchner engages in risky power game
President Néstor Kirchner is taking a big gamble. He is trying to build a web of alliances with provincial governors of the ruling Partido Justicialista (PJ) - or with their PJ rivals in a couple of crucial cases - at a time when his approval rating is falling, the power crisis is threatening economic recovery and the moment of truth is approaching on the external-debt front.
