PARAGUAY: How safe?
The US government and the Paraguayan administration of President Santiago Peña have announced plans to sign a Safe Third Country Agreement (STCA) intended to relieve migration pressures on US borders. Paraguay’s foreign minister Ruben Ramírez sought to assuage concerns domestically by insisting that it would not result in “massive migration”.
