As Paraguay’s President Santiago Peña embarks on the second half of his presidential term, he has indicated that a “new stage” is on the way. This looks set to include a shake-up of his team. In the past week, Peña has announced the departure of his economy and finance minister, Carlos Fernández Valdovinos, and replaced the head of the national police (PN), as well as reshuffling other high-level security positions. This comes as Peña and others in his government have hinted that more cabinet changes could be on the way, as the president looks to maintain momentum in the second half of his term and faces an ever-more challenging international environment.
