VENEZUELA: Plotting there is, but who are the plotters?
One thing can be said with certainty: somebody is planning violence in connection with the 15 August recall referendum or its outcome. Identifying that somebody is a trickier proposition: both sides accuse each other of devious machinations shrouded in deception.
