BOLIVIA: Mesa announces new oil & gas bill
President Carlos Mesa has decided to take advantage of the momentum created by his 'victory' in the recent referendum on the future of the oil and gas industry [WR-04-28] and steamroll congress into swift approval of his new hydrocarbons law. He has only revealed the broad outline of the bill; details will follow soon, and it is likely that scrutiny will trigger opposition.
