COLOMBIA: Paramilitary-to-soldiers scheme shot down
A proposal to incorporate demobilised paramilitary fighters into the regular army has been shot down from both sides - by the human rights organisations which have consistently denounced collusion between military and paramilitary, and by Colombia's two highest-ranking military commanders. The government says it hasn't yet received the proposal.
